It might be because they are a one piece unit, I installed the 2 piece smoked for mine and they went in nicely. Check the adjustment screws in the back as well as wires and anything that could hinder the unit from going all the way back. Probably things you've already done but take a little extra time in looking. Be sure to seal the lens with clear silicone all around. Aftermarket headlights suck for the seal it comes with..trust me! With fitment issues, try taking touch up paint or white out, put it in places on the back of the headlight and push it into the socket, see if the paint rubs off where it shouldn't be rubbing.
